Любая система, план, основной целью которых является обеспечение определенной группы лиц (участников этой системы или плана) пенсиями (pensions). Пенсионная система может предоставлять и другие выплаты, помимо пенсионных, предоставлять пенсии иждивенцам ее скончавшихся участников. пенсионная система
Совокупность действующих в стране правовых, экономических и организационных институтов и норм, имеющих целью предоставление гражданам материального обеспечения в виде пенсии. Предназначенные для этого средства концентрируются в одном из внебюджетных фондов — Пенсионном фонде Российской Федерации. Кроме него существуют негосударственные пенсионные фонды. Предприятия отчисляют в ПФ своеобразный налог — определенный процент от фонда заработной платы. Часть средств отчиляют сами граждане добровольно. Пенсионная система России в современном виде обеспечивает формирование, назначение и выплату следующих видов пенсий: трудовой, государственной и негосударственной. С 2002 года в России действует пенсионная модель, основанная на страховых принципах. В отличие от прежней системы, пенсионные права граждан теперь зависят не только от стажа работы, но и от размера зарплаты и пенсионных взносов. С 1 января 2010 года трудовая пенсия по старости состоит из двух частей — страховой и накопительной. Деление трудовой пенсии по инвалидности и трудовой пенсии по случаю потери кормильца на составляющие части не предусмотрено. Тарифы страховых взносов для лиц 1967 года и моложе распределяются следующим образом: 8% — на страховую часть трудовой пенсии, 6% — на накопительную часть трудовой пенсии. Для лиц 1966 года рождения и старше уплаченные работодателями страховые взносы в полном объеме поступают на страховую часть трудовой пенсии. На каждое застрахованное лицо в Пенсионном фонде открыт индивидуальный лицевой счет, на который зачисляются взносы, уплачиваемые работодателем. В настоящее время идет активная работе по подготовке новой пенсионной реформы, которая должна привести эту систему в соответствие с современными экономическими и демографическими условиями. То же происходит и в ряде других развитых стран Европы.
